Randomly failing system tests with slow-scrolling Chrome

The excitement of a new mac quickly died with the introduction of randomly failing system tests.

I was using Capybara with Cuprite on a new mac with an M1 chip, and the problem turned out to be due to a really slow-scrolling chrome (arm64) browser.
