Early this year Robert Jones wrote an awesome post: “Rails, UTF-8 and Heroku” covering the woes of character encoding in general and their relation to Heroku.

It focuses mostly on how to properly setup an app/env with a bit of gearing towards Heroku.

This will probably help you even if you don’t use Heroku. It’s definitely helped me.
